An important element of Hex Hoops is the Tiering system. Players, Actions, and Abilities all have special Tiers, which are designated by their color.
In all there are 6 tiers:

| 3 | Elite | 14-15 | Teal |
| 4 | Starter | 11-13 | Green |
| 5 | Bench Warmer | 8-10 | Grey |
| 6 | Liability | 1-7 | Red |
When players attempt a Skill or Reaction, take note of the Action’s tier. The Player must have a Stat value of equal or higher tier to the Action that is being played, or else suffer a -1 penalty for each level below the Action’s Tier.
For example: a Player uses the Windmill Dunk Action to attempt a Drive. This is an All-Star Skill, so the player needs a DRIVE stat value of at least 16. The Player only has a Drive value of 13, a Starter tier value. Because Starter is 2 Tiers below All-Star, the Player will apply a -2 modifier to their roll.
